Cairo – Live: Mostafa Madbouly, Egyptian Prime Minister, said that he is following the executive steps of the national project to prepare a system for inventorying and managing real estate wealth and allocating a national number for real estate.
Madbouly added, in a statement issued today, Sunday, that the system of inventorying real estate wealth in Egypt is of great importance during the current stage, because of its positive impact that contributes to maximizing the benefit from that real estate wealth, and serves as a map for it, noting the guidance of President Abdel Fattah El-Sisi, President Republic, regarding allocating a national number to every property located in the country.
This came during a meeting held today by Prime Minister Mostafa Madbouly. Via video conference technology, with Omar Marwan, Minister of Justice, Mahmoud Shaarawy, Minister of Local Development, Amr Talaat, Minister of Communications and Information Technology, Assem El-Gazzar, Minister of Housing, Utilities and Urban Communities, Khaled Al-Attar, Deputy Minister of Communications for Administrative Development, and Khairat Barakat, Head of the Central Agency for Public Mobilization and Statistics, Ahmed Kamel, Advisor to the Head of the Agency for Geographic Systems, and officials of a number of concerned authorities.
He explained that this system helps the government in inventorying real estate wealth, and also contributes to preserving properties. Coding real estate wealth will also facilitate dealing with all real estate throughout the republic, especially since this coding works to determine the mechanism for allocating a national number for all types of real estate.
The Prime Minister confirmed that with the implementation of a unified national number, which is being prepared in coordination between the Ministry of Communications and the Central Agency for Public Mobilization and Statistics, it will be dealt with only after its completion, and any other numbering will not be taken into account, and the Ministry of Justice will prepare the mechanisms for implementing this.
Madbouly directed that the coding that is implemented be linked to a geographical reference, and that the units be distinguished according to use in the coding.
For his part, Amr Talaat, Minister of Communications and Information Technology, indicated that the system of inventory and management of real estate wealth aims to achieve rational management of real estate wealth, by building an accurate spatial database, integrated with the state’s information infrastructure project, within the framework of the state’s strategy towards digital transformation, pointing out In this regard, we refer to the coordination that took place with the Central Agency for Public Mobilization and Statistics on this vital file, and in cooperation with a number of concerned parties.
The Minister of Communications explained that a number of points had been agreed upon with the head of the Central Agency for Public Mobilization and Statistics and the agency’s officials, including dividing the territory of the republic into a number of overlapping squares, and that it would start with Port Said Governorate as an applied model for the system.
Khaled Al-Attar, Deputy Minister of Communications and Information Technology, discussed the most important steps taken by the Ministry of Communications regarding the work areas of the real estate wealth inventory and management project.
He pointed out that the first phase of these axes included a number of committees with specific specializations, represented by the labeling, numbering and coding committee for real estate, and there is another committee for restructuring the work cycles, and its jurisdiction will be to review the work cycles of the participating and beneficiary entities and re-engineer and update them, adding that the project management committee It will review the applications of the participating and beneficiary entities, update them, and link them to the national real estate number and geographical maps.
The Deputy Minister of Communications also touched on the time plan for the first phase of the project, for all the executive steps, which is presenting the terms and conditions brochure and submitting offers, followed by the technical evaluation of the submitted offers, awarding and contracting, followed by the preparation of the base maps (signed by Port Said Governorate), to be followed by Reviewing the work cycles, ending with developing the technical solution, determining the project needs, and preparing the terms and specifications booklet.
In turn, Khairat Barakat, Head of the Central Agency for Public Mobilization and Statistics, spoke about the efforts made by the agency, which included producing a unified spatial number for buildings and units, during the implementation of the General Census of Population, Housing and Establishments 2017, in cooperation with the Ministry of Planning and Economic Development, during which Implementing a grid division of the Republic consisting of intersecting longitudinal and transverse lines that form fixed areas (squares), through which a location can be determined up to a level of 1 meter x 1 meter, and it does not depend on administrative or topographical boundaries.
The head of the agency explained that this network division contributes to reaching better and more accurate results in geographical analyses, research and studies, which help decision makers, in addition to giving a more accurate picture when linking data and publishing it on maps.
Khairat Barakat also noted, during his presentation, that inventorying real estate wealth and addresses will provide an accurate database that achieves the state’s strategic goals and contributes to completing e-government work and services, as it supports the preservation of rights and properties, facilitates the provision of services to real estate facilities, as well as contributing to Governance of procedures for dealing with this wealth, as well as reducing infringements and violations, in addition to contributing to planning and development being according to accurate data in various fields, as well as improving public services and facilities.
