Lawyer Khaled Abu Bakr, lawyer for the Cassation and Supreme Constitutional Court, revealed that the ruling of the Constitutional Court regarding the unconstitutionality of fixing the annual rent for residential spaces subject to Law No. 136 of 1981, is binding on everyone and must be implemented.
Old rental law
Abu Bakr added during a television intervention that the House of Representatives will use its legislative powers to draft a draft law. Lawyer Khaled Abu Bakr, a lawyer for the Cassation and Supreme Constitutional Courts, stressed that Parliament must conduct a societal dialogue before beginning the legislation process with all parties.
He explained that President Sisi, at the Story of a Nation conference last year, sent a message to the government and parliament to issue legislation, and neither of them did what he was asked to do, but the one who did was the Constitutional Court.
He pointed out that the Constitutional Court granted the right and gave this gift to its owners, and the government or Parliament had no role in this matter.
He stressed that the standard that the legislator will set must be approved by everyone because it harms many Egyptian homes and affects the highest social class and the lowest material class in society.
He said: The legislator must take into account the accuracy of the wording, and the addressee here is Counselor Hanafi Jabali, so that the landlord and tenant are protected.
He pointed out that this ruling issued by the Constitutional Court includes residential units only, pointing out that there will be damages to some parties.
