Professor Dr. Ahmed Fouad Hanno issued Minister of Culture A decision to appoint Muhammad Youssef Ismail as Head of the Central Administration for the Affairs of the Office of the President of the General Authority for Cultural Palaces for a period of one year.

Muhammad Youssef held many senior leadership and supervisory positions in the Ministry of Culture, where he held the position of Head of the Central Administration for the Affairs of the Office of the President of the Supreme Council of Culture, which is the administration under whose direct leadership five general departments work: the General Administration for Financial and Administrative Inspection, the General Administration for Organization and Administration, and the General Administration for Planning. Follow-up, general strategies, general administration of the information and decision-making center, and general administration of the technical office.
Youssef is considered one of the leaders in the Ministry of Culture who has held leadership positions in various bodies and sectors of the Ministry, where he held the position of Secretary-General of the Academy of Arts, Administrative Advisor to the President of the Academy, Director-General of the Technical Office and Administrative Affairs in the Office of the Minister of Culture, Director-General of the Office of the Secretary-General, Director-General of the People and Cultural Committees, Director-General of the Information Center, and Director-General of the Ministry of Culture. General of the Technical Office of the Supreme Council of Culture, Director General of the Office of the President of the Agency, Director General of Administrative Affairs and Personnel Affairs of the National Apparatus for Cultural Coordination, and Director General of the Cairo International Film Festival.
Muhammad Youssef participated in the membership of many committees supervising the projects of the Ministry of Culture, including the Grand Egyptian Museum, the Museum of Civilization in Fustat, the project to develop the archaeological pyramid area, the project to develop historic Cairo and the rock temples, the project to develop the Academy of Arts in Rome, the project to establish the new Cinema Institute, the Museum of Popular Arts, the School of Arts Education, and the Institute of Arts. Arabic music, and many state theater development projects, including the National Theater in Ataba, the Sayed Darwish Theater in Alexandria, the Damanhour Opera, the Tunisian Bayram Theater, and the two Miami theaters. And the puppets, the vanguard, and the director of the Creative Circles project to prepare the cultural director from government, private and civil sectors, and independents.
