Zaki explained in press statements today that the ACI pre-registration system for shipments is a new customs system that includes making available shipment data and documents (commercial invoice and final or initial shipping receipt) 48 hours before shipment – at least – so that the concerned authorities can monitor any danger to the country. The Secretary-General of the Exporters Division confirmed that the pre-registration system is a regulatory and security decision for the State of Libya to track incoming goods before they enter the country, in order to prevent the entry of any materials or weapons that lead to a security defect.

He pointed out that, on the other hand, the decision aims to regulate the import process and organize foreign currency resources for import operations, after the changes and problems faced by the Libyan banking system and the Libyan Central Bank.

Zaki explained that each country has all powers in the regulatory process of imports and exports and the organization of commercial operations, noting that this system, as applied in Egypt, is being used to regulate imports to the State of Libya.

He expected that there would be some regulatory obstacles in implementing the system, which may temporarily affect the speed of implementing export operations from Egypt, considering this a natural matter when implementing any new system in any country, stressing the need to seek help from Egyptian expertise to implement this system for ease of circulation and speed of completion of procedures. .
