Important directives from the House of Representatives regarding old rent

Counselor Dr. Hanafi Jabali, Speaker of the House of Representatives, affirmed the commitment to look into the old rental law file, from a comprehensive and balanced perspective, in a way that ensures justice without bias towards one party at the expense of another, and in a way that enhances social solidarity among the people of this country.

Urgent directives from the Speaker of the House of Representatives regarding the old rent

This came in his speech during the plenary session today, and in response to the unconstitutionality of the first paragraph in both Articles No. 1 and (2) of Law No. (136) of 1981 regarding some provisions related to renting places and regulating the relationship between the landlord and the tenant.

The Speaker of the House of Representatives continued: We aim to reach a balanced legislative formulation that guarantees the rights of both parties, achieves justice between them, and ensures the implementation of the ruling of the Supreme Constitutional Court.

The Speaker directed the following:

Forming a joint committee from the Housing Committee and the offices of the Local Administration and Constitutional and Legislative Affairs Committees to conduct a comprehensive and in-depth analysis of the court’s ruling.

Listening to the opinions of the Ministers of Housing, Solidarity, Local Development and Justice to benefit from their specialized vision.

Listening to the opinions of the President of the National Council for Human Rights and the Head of the Central Agency for Public Mobilization and Statistics.

Providing the opportunity for the main stakeholders, owners and tenants, to express their opinions and positions by inviting their representatives through the Minister of Parliamentary Affairs and allocating separate meetings for each party.

Listening to the opinions of professors of law, sociology, and other experts to obtain their opinion on this file.

Preparing the necessary letters to all concerned parties to obtain all data and statistics that help study the file.

Use studies and research prepared by the authorities concerned with this file.

The report of the Housing Committee was submitted during the fourth session under the supervision of the current joint committee.
